Coverage expansion: family and employment consular checklists at 7 posts
Family-based and employment-based consular checklists are now post-aware for Ciudad Juárez, Mexico City, Guadalajara, Manila, Guangzhou, Mumbai, and Frankfurt. Eight deterministic rule families now cover 46 of 48 pathways with personalized checklist support.
The consular-processing rule family was refactored into a post-agnostic core plus a Ciudad Juárez overlay, then applied to the six additional posts. Users whose case is at any of these posts now get a supported checklist instead of an orientation-only fallback.
Two pathways remain outside the personalized checklist envelope by design: one stays at planning-guidance depth and the other at orientation only, because the policy surface is actively changing and a deterministic checklist would be misleading.
